"Where Risk Meets Governance - Before it Becomes a Claim."
"Most organizations respond to risk after the damage is done. We help you get upstream - before the incident, the claim, and the cost."
SP-EP is a Risk Governance Partner for housing authorities, multifamily developers, and insurance stakeholders - diagnosing the environmental, operational, and governance conditions that drive recurring risk, financial leakage, and resident instability.
SP-EP's tools — the Risk Leak Audit™, the Site Assessment™, and the Design-Phase Operating Risk Review™ — were not developed in a consulting firm. They were built from decades of managing the exact challenges they now measure. They speak the language of insurers, boards, executives, and residents because that is where they were born.
SP-EP is Charlotte-based, Southeast-experienced, and nationally available.

The Problem We Solve
Your Risk Isn't Random. It's Structural
Most organizations aren't experiencing bad luck — they're experiencing the predictable downstream consequences of upstream conditions left unaddressed. Recurring claims. Repeat incidents. Resident turnover. Vendor breakdowns. These aren't isolated events. They're symptoms of a governance gap.
SP-EP identifies gaps before they become crisis—and builds a prioritized stabilization plan that protects families, preserves portfolio value, and reduces recurring financial leakage.
Why SP-EP

30+ Years Inside the Problem
SP-EP is led by Allison Preston, a Chief Risk Governance consultant with over 30 years of direct housing authority experience — including 18 years as Senior Vice President of Resident Safety at INLIVIAN (formerly the Charlotte Housing Authority), overseeing safety and risk operations for more than 4,200 residential units across 45 properties in Charlotte, NC.
This is not consulting from the outside in. SP-EP brings the perspective of someone who has sat at the leadership table, managed vendor relationships, advised developers on new designs, worked with law enforcement, analyzed monthly crime data, prepared organizational budgets, and developed and evaluated crime prevention programs — then built the tools to help others do the same.
MISSION
SP-EP exists because people deserve to live, work, and grow in communities that are genuinely safe — not just managed. We pursue that by moving organizations upstream: diagnosing what drives risk, building accountability into operations, and empowering the people closest to the problem to be part of the solutions.
VISION
Our vision: safe, supportive, and well-equipped communities through strategic implementation and real collaboration.
